Phase 01
Locate the constraint that blocks a whole sector, not the symptom that photographs well.

Assemble ministries, operators, technologists and capital around one specified problem.

Run it somewhere real, at a scale where failure is survivable and evidence is unambiguous.

Document it as a standard other states can adopt without repeating the cost of learning.
